Early Intervention
Programs for children from birth to 3 years old.
Early Intervention services for infants and young children who have exhibited a delay in one or more areas that are essential for a child’s future development. This New York State certified program is designed for children immediately after birth to assist with their developmental needs. Our professional team, including service coordinators, special education teachers, physical and occupational therapists, speech pathologists, and medical personnel, work with families to develop a unique program to meet their child’s specific needs. This team conducts comprehensive developmental evaluations and provides ongoing Early Intervention service coordination and treatment.
Support for parents or guardians is available and designed to offer services and training to aid in promoting the growth and development of their child. Families help select desired services based on their child’s needs and can decide where to receive these supports. Some families prefer to have the therapists come to their homes and others choose our program sites or other locations in the community.
Services are offered through the child’s County of residence at no out-of-pocket expense to the family. Contact the County Department of Health Office to discuss eligibility. If eligible for services, a team of experts will work with the family on a plan of support.

Child Care
Programs for children 3 to 5 years old.
The New Discoveries Learning Center at Upstate Caring Partners is dedicated to providing children with a safe and stimulating daycare environment. Daycare programs are operated at two sites in Utica and Rome. These New York State licensed programs provide quality care for preschool children.
Each child’s day is filled with hands-on activities that enhance their development and overall growth in a fun and supportive environment. Preschool classrooms provide stimulation and learning activities including language, motor, social, emotional, and cognitive skill development.
Daycare is available Monday through Friday from 7:30 AM to 5:30 PM (Utica) and 7:00 AM to 5:30 PM (Rome). As licensed childcare programs, strict adherence to quality standards is required and overseen by the Office of Children and Family Services. Our teachers and caregivers possess backgrounds in early childhood education and have experience working with young children.
All children are welcome into our daycare program. Those who require therapy as identified in an approved IFSP or IEP can receive those interventions while in the daycare program. Speech therapy, occupational therapy, and physical therapy can all be provided at each site.
Families are the first and most significant teachers of each child. The family is an important component of the New Discoveries childcare program. Communication is sent home with each child to describe the activities of the day and families are encouraged to visit and call whenever possible.
Evaluation Services

Evaluation services are important in assessing your or your family member’s abilities and in identifying potential concerns. Upstate Caring Partners offers a wide variety of evaluation services for people of all ages.
Clinical staff members, including psychiatric nurse practitioners, psychologists, psychiatrists, social workers, occupational therapists, physical therapists, speech/language pathologists, and educational and behavioral specialists are able to provide comprehensive diagnostic evaluations to assess each individual’s needs.
A psychological evaluation focuses on the social-emotional and behavioral functioning of an individual and may or may not include an assessment of intellectual or academic functioning. The psychological evaluation is helpful in identifying developmental and behavioral disorders. In addition, psychological assessment can serve as a guide for treatment planning.
A psychiatric evaluation may be necessary to diagnose emotional, behavioral, or developmental disorders. This type of evaluation is made based on behaviors present in relation to physical, genetic, environmental, social, cognitive, emotional, and educational components.
In addition to comprehensive evaluations, Upstate Caring Partners also offers individual component evaluations, including:
- Occupational therapy evaluation
- Speech/language evaluation
- Physical therapy evaluation
- Social skills assessment
- Academic evaluation
- Behavioral assessment
