2026 New York State Budget Invests in Nonprofit Provider Agencies

We are pleased to share that the New York State 2025-2026 budget includes additional funding for human service providers. This funding includes a 2.6% targeted inflationary increase for staff, along with additional resources to assist Upstate Caring Partners in several key areas. These funds will help us address rising costs related to employee benefits, staff recruitment and retention, professional development and training, and needed improvements to our buildings, vehicles, equipment, technology, and other ongoing operational expenses.

In 2024, two of our state partners—the Office for People with Developmental Disabilities (OPWDD) and the Office of Mental Health (OMH)—provided funding for a 1.7% wage increase for eligible staff, effective November 3, 2024. In addition, OPWDD and OMH also provided 1.14% in funding to help the agency cover increased costs for essential items such as food, supplies, utilities, insurance, employee benefits, equipment, and property repairs.

We recognize that the past few years have been financially challenging. We are very thankful that New York State, OPWDD, and OMH have made it possible to provide additional support for salaries and operating expenses.
